Introduction

Purpose of the SEND Local Offer

The purpose of the local offer is to enable parents and young people to see more clearly what services are available in their area and how to access them. Knowing what is available and how it is accessed gives more choice and control over what support is right for your child. Parents need to know how to access provision: whether through a statement (or an Education, Health and Care Plan) or not.

The offer includes provision from birth to 25, across education, health and social care and has been developed in conjunction with children and young people, parents and carers, and local services, including schools, colleges, health and social care agencies.

Understanding the SEND Local Offer

What areas does the SEND Local Offer cover?

The local offer provides information on a number of things, including:

  • early years provision;
  • special educational provision on mainstream and special schools;
  • health services;
  • leisure activities;
  • social care services, including short breaks;
  • other educational provision;
  • training opportunities;
  • travel arrangements for children and young people to schools, colleges and early years education; and
  • preparing for adulthood, including housing, and employment opportunities.

What other information is provided in the SEND Local Offer?

The Local Offer will also include:

  • arrangements for reviewing children’s progress, including progress checks and health and development reviews between the ages of two and three
  • details of how parents and young people can request an assessment for an Education, Health and Care Plan
  • sources of information, advice and support in the local authority’s area relating to SEN and disabilities including information provided under Section 32 of the Children and Families Act 2014, the Hillingdon Parent and Carer Forum, Independent Supporters and support groups
  • arrangements for resolving disagreements and for mediation
  • information on where to find information on types of care and support, local provision and how to access it, accessing financial advice in relation to it and how to raise concerns from the adult care and support system
  • information about the option of having a Personal Budget, including a local policy for Personal Budgets, produced with parents and young people

The Local Offer will also include details of services provided outside of its area for the children and young people for whom it is responsible, regardless of whether or not they have Education, Health and Care Plans.

The local authority has worked together with:

  • children and young people
  • parent / carers; and
  • local services, including the voluntary and community sector, to develop their offer and keep it under review
